I'm sure you must be looking at the Enterprise (or the developer edition within the first 30 days). My licensed copy of Pro says "Resource Security" at the bottom of the menu just where it's supposed to be.
Enterprise (which includes the developer edition for a the first month) is the only version of CF that supports Sandbox. The Pro version uses Resource Security just like previous versions.

REMOVE NOTE:
"Note: This tag executes only if it is enabled in the ColdFusion Administrator. For more information, see Configuring and Administering ColdFusion MX"
The "Tag Restriction" page is not in CFMX 6.x Adminstrator - it was only in CF 5. To restrict this tag in CFMX use Sandbox Security.
